0A:I couldn't actually say but I suspect the actual glue is a a insulator. If you wanted a perfect electrical connection you could could remove a bit of glue from the end with a solvent like alcohol or petroleum spirit depending on what type of glue it is. Maybe even cellulose thinners. All these tape adhesives have different properties and need the right solvent to remove them. Then you should be able to make a solder joint easily. If you were using on paper I would use a low melting point solder.
