Yes, you can do that. There are three modes for the board, controlled by the jumper pins in the corner by the program button. There are three pins, and you can connect the center+left, or center+right, or leave the jumper off. Those are the three modes. One of the modes makes the relays lock on, but only one relay at a time. As a note, if the power to the board is off, all relays are off. When you give power to the board, it doesn't remember what relay was on last, and it leaves them all off until you push a button on the transmitter. After that, there will always be one of the relays on, until you turn off power to the board again.

As Clive said you can use the jumper setting by the switch and LED to select which mode you want, but they will all change together and cannot be individually selected. Sorry about that.
